Powershell
This is a must have tool for all Windows Administrators!  The amount of times an active directory administrator will use PowerShell makes this the top tool that an administrator should know and also the most powerful.

DcDiag (Domain Controller Diagnostic Tool)
This free command line tool included in Windows Server analyzes the state of your domain controllers to help system administrators with troubleshooting. This is one of the first Active Directory tools to use If you need to check the health of your domain controllers. 

Microsoft Active Directory Topology Diagrammer
While this tool is free, it does require Viso.  This tool reads an Active Directory configuration using LDAP, and then automatically generates a Visio diagram of your Active Directory. Download

Account Lockout and Management Tools from Microsoft
This is collection of tools has been around for many years it includes several .exe and .vbs scripts for Active Directory that can help and administrator to troubleshoot account lockouts. Download

Remote Server Administration Tools (RSAT)
Microsoft tools that allow remote administration of Windows Servers. Installs several management consoles, Active Directory Users and Computers, DHCP, DNS, Sites and servers and more. 

GPResult Tool (Group Policy Results)

GPUpdate
The gpudate tool is often used in conjunction with the gpresult tool.  This great little tool will update Group Policy settings after a Active Directory administrator has made changes.  gpupdate documentation
